Emergency Operations Plans & Annexes

KKG’s team of experienced planners and actual responders who specialize in Emergency Operations Planning (EOPs). Whether your jurisdiction has an existing EOP that needs updating to match the latest guidance and planning requirements, or you are starting from scratch, KKG has the solution. We monitor federal and state guidance, and incorporate real-world feedback from events and deployments to best apply federal and state frameworks and systems to our clients plans.

KKG manages the EOP planning process through analysis of the organization and existing plans, input from key stakeholders, and develops an EOP strategy based on each client’s individual needs and abilities. KKG’s approach is straightforward and standards based:

  • Form a collaborative planning team, clearly defining roles and responsibilities
  • Understand the situation, identifying and prioritizing threats hazards, and risks
  • Determine Goals and Objectives
  • Identify necessary Annexes
  • Develop the plan identifying the best courses of action, and providing for the access and functional needs of the whole community
  • Review, share and obtain plan approval
  • Train stakeholders on the plan, and conduct exercises using simulated events to for participants to practice responding to a scenario, and implementing the plan and procedures using ICS

KKG has developed Emergency Operations Plans for both government and non-government agencies, such as the City of Napa and Northern California Grantmakers.

Continuity of Operations Planning (COOP) & Continuity of Government (COG)

KKG works with clients to develop COOP and COG plans as part of a Comprehensive Emergency Management Program using a planning process based on federal guidance, industry standards, and best practices in emergency management and continuity planning. COOP and COG plans should detail all of the procedures that define how a government and the community will continue or recover its minimum essential functions in the event of a disaster.

COOP enables agencies to continue their essential functions across a broad spectrum of hazards and emergencies. KKG offers a comprehensive approach to COOP/COG planning for all experience levels, with templates and guidance that engage users through each step of the COOP/COG planning process. This helps develop a solid continuity strategy that outlines your approach to responding and recovering from events that may disrupt the ongoing delivery of your essential functions.
